Recently, the Ministry of Public Works reported significant time savings in the procedures for 18 road maintenance contracts. Instead of the allotted 716 days from preparation to signature, the ministry managed to finalize the contracts in only 219 days for the fiscal year 2023/2024. Various entities played a crucial role in this expedited process, including Kuwait University, the Legal Advice and Legislation Department, the Public Authority for Housing Welfare, the Central Agency for Public Tenders, and the Ministry of Finance. The timeline for each stage was as follows: document preparation took 60 days, the tender process lasted 74 days, technical studies consumed 60 days, the award stage required just three days, the State Audit Bureau took 12 days, and contract preparation was completed in six days.
Additionally, sources revealed that weighbridges are part of six highway maintenance contracts. A state-of-the-art weigh-in-motion system will be implemented, allowing for the monitoring of trucks that exceed weight regulations, particularly in the right lane on highways. Violators will be reported to the Ministry of Interior for necessary action to safeguard highways from damage caused by overloaded trucks. This system mandates strict compliance with highway regulations, especially for truck-owning companies, and prevents heavy trucks from entering residential and internal roads. The system will be operational on major routes, including the Sixth and Seventh Ring Roads, King Fahad Road, Fahaheel Expressway, the First Ring Road, and several intersections.
