Morocco on Tuesday called in Geneva for \u201ca real paradigm shift\u201d in managing the refugee situation in the Middle East and North Africa (MENA) region, stressing that \u201chumanitarian assistance cannot be an end in itself\u201d but must serve as a \u201cstarting point toward durable solutions.\u201d<\/p>\n
Speaking at the 95th meeting of the UNHCR Standing Committee on the humanitarian situation in the MENA region, Morocco\u2019s Ambassador and Permanent Representative to the United Nations in Geneva, Omar Zniber, said the region \u201ccontinues to face protracted, overlapping crises,\u201d pointing in particular to Gaza, Syria, and Sudan, along with their broader regional fallout.<\/p>\n
Given these challenges, the diplomat emphasized the need for \u201ca sustained international response but, above all, a shift in how we approach the issue,\u201d adding that \u201cthe time has come for a real shift in paradigm.\u201d<\/p>\n

He stressed that \u201chumanitarian assistance cannot be the end goal. It must be the starting point for durable solutions built on inclusion and self-reliance.\u201d<\/p>\n
Zniber also warned against certain shortcomings observed in the management of refugee situations, adding that \u201ccamps cannot become permanent solutions,\u201d as they can create \u201cparallel systems\u201d and \u201cintergenerational dependency,\u201d ultimately \u201crestricting mobility and reinforcing exclusion.\u201d<\/p>\n
He further noted that \u201cthe management of refugees can, in certain contexts, be subject to political instrumentalization,\u201d noting that such practices are seen \u201cin our immediate neighborhood.\u201d<\/p>\n
In this context, Morocco is calling for \u201ccollective vigilance,\u201d grounded in \u201cstrict transparency and rigor in population registration,\u201d \u201ca firm rejection of any political exploitation of refugees,\u201d and \u201ca decisive shift toward models that promote self-sufficiency rather than dependency.\u201d<\/p>\n
The diplomat also pointed out that UN Security Council resolutions on the Moroccan Sahara reiterate \u201cthe need to register\u201d populations in the Tindouf camps, describing this measure as \u201cessential both for their protection and for ensuring transparency in humanitarian efforts.\u201d<\/p>\n
In this regard, he highlighted the speech delivered by HM King Mohammed VI on October 31, 2025, following the adoption of Resolution 2797, in which the Sovereign stated that \u201call Moroccans are equal, and that there is no difference between those returning from the Tindouf camps and their brothers and sisters within the homeland.\u201d<\/p>\n
In that address, HM the King called on populations in the camps of Tindouf to \u201cseize this historic opportunity in order to reunite with their families\u201d and to \u201ctake advantage of the Autonomy Initiative,\u201d which \u201cmakes it possible for them to contribute to managing their local affairs, develop their homeland, and build their future within a unified Morocco.\u201d<\/p>\n
\u201cFor populations that have spent decades in these camps in conditions of prolonged dependency, this call for voluntary return offers a real path to restored dignity and full reintegration into their country,\u201d Zniber said.<\/p>\n
He insisted that \u201cMorocco firmly believes inclusion is not just a humanitarian imperative but a strategic choice,\u201d noting that the Kingdom fully supports UNHCR\u2019s goal of significantly reducing protracted displacement by 2035, with inclusion at its core.<\/p>\n
Zniber also highlighted Morocco\u2019s National Strategy on Immigration and Asylum, which takes an integrated approach combining humanitarian action, development and peacebuilding, and aims to improve refugees\u2019 access to public services and the job market.<\/p>\n
He noted in particular that integrating refugees into national systems\u2014including their recent inclusion in the national census\u2014marks \u201ca major step forward,\u201d helping \u201cimprove data quality, strengthen public policy, and foster greater self-reliance among refugees.\u201d<\/p>\n
Zniber concluded by reaffirming Morocco\u2019s full commitment to working with UNHCR and its partners to reduce protracted displacement by 2035, \u201cin the service of refugees\u2019 dignity and self-reliance.\u201d<\/p>\n<\/p><\/div>\n
