Morocco\u2019s government on Thursday approved a draft law introducing a temporary exceptional allowance for beneficiaries of the country\u2019s direct social support program who secure formal employment, in a move aimed at encouraging labor market participation without fear of immediately losing state aid.<\/p>\n
Government spokesperson and Minister Delegate for Relations with Parliament, Mustafa Baitas, said bill No. 041.26 amends and supplements Law 58.23 governing the direct social support system.<\/p>\n
Speaking during the weekly press briefing following the Cabinet meeting, Baitas said the reform comes three years after the launch of the social support program in 2023 under directives from King Mohammed VI.<\/p>\n
According to the government, around 4 million households and more than 5 million children currently benefit from the program, while public spending allocated to the initiative has reached 62 billion dirhams ($6.7 billion).<\/p>\n
\u201cThe direct social support mechanism was designed for vulnerable families living in difficult social conditions,\u201d Baitas said.<\/p>\n
He added that the implementation of the system had exposed challenges, particularly the reluctance of some beneficiaries to accept formal job opportunities out of concern that they would lose their monthly financial support.<\/p>\n
To address the issue, the new legislation proposes a temporary exceptional allowance granted to heads of households or spouses who obtain employment and are officially registered under Morocco\u2019s social security system.<\/p>\n
The duration of the allowance will be determined later through a regulatory decree.<\/p>\n
\u201cThe government wants to encourage beneficiaries of direct social support to seize employment opportunities without fearing the loss of assistance,\u201d Baitas said.<\/p>\n
The proposed reform also stipulates that families benefiting from the transitional allowance will remain eligible for the direct social support system without being subject to the minimum contribution period normally required under the national social security scheme.<\/p>\n
\u201cWe are telling people: if you find a job opportunity, you should take it,\u201d the minister added, confirming that the bill will now be submitted to parliament for debate and approval.<\/p>\n
In a separate statement, the Ministry Delegate in charge of Relations with Parliament and Civil Society said the draft law seeks to address practical difficulties identified since the rollout of the program by creating a temporary support mechanism for families that lose eligibility after one spouse or the household head becomes formally employed in the private sector.<\/p>\n
