Morocco listed in International Trade Union Confederation index over restrictive strike law, weakened collective bargaining rights\u00a0<\/p>\n
The recent International Trade Union Confederation (ITUC) Global Rights Index has placed Morocco among governments that are pushing ahead with labor reforms while shutting out unions.\u00a0<\/p>\n
The 2026 report, titled \u201cThe World\u2019s Worst Countries for Workers,\u201d said that Morocco\u2019s strike law, which came into force in 2025, is seen by unions as restrictive.\u00a0<\/p>\n

It argued that the law introduces strict conditions, complicated notification procedures, and penalties for those organizing or taking part in strikes.<\/p>\n
It also said that the law was drafted unilaterally by the government, without proper consultation or social dialogue with trade unions.<\/p>\n
The report emphasized that the International Labour Organization (ILO) supervisory bodies have consistently called for consulting all relevant trade unions on issues affecting their interests and members.<\/p>\n
It highlighted countries where social dialogue bodies exist, but unions are often excluded from labor consultations, including Armenia, Benin, Cambodia, Czechia, Estonia, Finland, Indonesia, Iraq, Latvia, Malawi, Mauritius, Sri Lanka, and Togo.<\/p>\n
The report also placed Morocco among those with regular violations of workers\u2019 rights, alongside France, Switzerland, the United Kingdom, Canada, and Belgium.<\/p>\n
It noted that in Morocco, strict procedural requirements and cooling-off periods have delayed or diluted strike action, alongside countries such as Belgium, Croatia, Mauritania, and Namibia.<\/p>\n
It also highlighted delays in collective bargaining and strict union representation rules, saying that in Morocco, around 97% of workers are not covered by collective bargaining agreements due to a 35% representation threshold.\u00a0<\/p>\n
At the regional level, the report said the Middle East and North Africa remained the worst region for workers\u2019 rights, with an average score of 4.68, unchanged from 2025.\u00a0<\/p>\n
It said that all 19 countries in the region violated the rights to collective bargaining, to form or join unions, and to register a union.\u00a0<\/p>\n
In Algeria, prominent union figures face arrest and long prison terms, with no guarantees of workers\u2019 rights, while Tunisia and Egypt were ranked among the 10 worst countries for workers in 2026.<\/p>\n<\/p><\/div>\n
