This is the Strait of Gibraltar, which does much more than connect the Atlantic with the Mediterranean: it controls access to it.

More than 10% of global maritime trade moves through this narrow gap, which is barely 14 kilometers wide at its narrowest point. If you stand on the Spanish coast on a clear day, you can see Morocco with the naked eye. It is this extreme proximity that explains exactly why Tanger Med, just across the water, has become one of the largest container ports in Africa. Closing the strait, even briefly, would cause an immediate shockwave through dozens of economies at once.

Tanger-Med container port in Ksar Sghir – REUTERS/YOUSSEF BOULLAL

For most of the past two decades, the world has spoken of Morocco’s maritime ambitions in the singular: Tanger Med, the transshipment giant that turned the western entrance of the Mediterranean into one of the busiest maritime zones on the planet. However, that story has already become too small to capture what is actually happening.

Shipping companies, forced to detour around the Cape of Good Hope due to instability in the Red Sea, have spent two years rediscovering the extent to which global trade still depends on a handful of maritime gateways. Gibraltar is one of them. On its southern shore, Morocco has quietly stopped acting as the operator of a single, excellent port, and has begun to behave as the architect of Africa’s main Atlantic gateway—a corridor stretching from the Mediterranean, through the Atlantic, and deep into the Sahel.

This shift deserves far more attention than it has received, and not just because of the physical infrastructure being built. The more interesting question is whether governance is moving at the same speed as the concrete.

General view of Tanger Med port – REUTERS/ABDELHAK BALHAKI

From Transshipment Port to Global Logistics Platform

Morocco’s recent strategy marks a genuine pivot in economic geography. Although a feasibility study completed in 2025 confirmed that the tunnel is technically viable, it remains a project for the future.

However, Morocco has not stood still. Instead of waiting for a northern link to Europe, it is actively looking south and west, connecting Tanger Med to the Atlantic and beyond. Morocco’s key infrastructures range from the planned port of Dakhla Atlantic—which would give the country a second deepwater anchor further down its own coast—to the Nigeria-Morocco gas pipeline, which will cross more than a dozen coastal jurisdictions under the leadership of ONHYM and NNPC.

The Atlantic Initiative seeks to offer landlocked states of the Sahel a stake in this same network, transforming a purely Moroccan port strategy into a regional one.
