Morocco is allocating MAD 2.6 million (USD 274,000) to investigate and map corruption risks in the country’s health sector, an area frequently cited by citizens as plagued by bribery and mismanagement.
The recent call for a tender, launched by the National Authority for Probity, Prevention, and the Fight Against Corruption (INPPLC), will fund a study aimed at identifying vulnerabilities across public hospitals, the pharmaceutical supply chain, and private healthcare providers.
Official documents of the tender indicate that the work will be carried out in five phases, ranging from data collection to the development of a corruption risk map and a set of strategic recommendations.
The move follows years of concerns highlighted by national surveys. In its 2022 study of 5,000 Moroccan residents and 1,000 Moroccans living abroad, the INPPLC found that 68% of citizens and 76% of expatriates believed corruption was widespread in the health sector.
Nearly one in five people who had contact with public health services reported being asked for or paying a bribe, according to the same survey.
The INPPLC said the new study will “establish a typology of corruption risks in healthcare, measure their frequency and intensity, and propose targeted actions to reduce them.” The analysis will also include recommendations for governance reforms, accountability mechanisms, and better regulation of private clinics.
Health corruption is seen as a direct threat to equitable access to medical care. According to the authority, widespread bribery and opaque procurement practices “undermine quality, efficiency, and fairness in healthcare delivery.”
The study is expected to produce a detailed roadmap for reform, covering patient services, the pharmaceutical value chain, and the regulation of private medical facilities.
Morocco last conducted a sectoral anti-corruption study in healthcare in 2010. Despite reforms since then, the INPPLC said the system remains vulnerable.
