Spain has provided €164 million in direct aid through the Ministry of the Interior to several African countries, including Morocco, since 2018, to strengthen efforts against irregular migration, human trafficking, and border surveillance.
The funding has been used to acquire surveillance systems, vehicles, drones, and bulletproof vests.
Citing a written response to the government, Spanish media El Debate reported that Morocco used this international police cooperation aid to acquire vehicles and surveillance systems.
The same source highlighted that Mauritania and Senegal also benefited from the funds, noting that the budget line is intended for co-financing police cooperation activities and reinforcing the operational and preventive capacities of security forces in the fight against irregular migration networks and human trafficking.
Senegal invested in vehicles, IT equipment, and drones, while Mauritania received vehicles, IT and security equipment, including helmets, bulletproof vests, inflatables, and secure cabinets, as well as mobile phones and office furniture.
The Spanish government underlined “its support for regular, orderly, and safe migration.”
It stated that its migration policy is based on respect for human rights, combating migrant trafficking networks, opening new channels for regular migration and inclusion, and “addressing the root causes of irregular migration.”
It also pointed out that Spain currently maintains cooperation agreements with more than 20 countries “to meet labor market needs and channel migration in a safe and orderly manner.”
The Spanish government has already praised its migration partnership with Morocco, citing tangible results in managing irregular migration and saving lives at sea.
Bilateral cooperation between the two countries has significantly deepened through sustained dialogue rooted in mutual respect and shared strategic interests.
