Morocco ranks among Africa’s strongest countries in political power, but its economy continues to struggle to generate broad, long-term value, according to the 2026 Quality of Elites report published by the Value Creation Foundation and Switzerland’s University of St. Gallen.
The report placed Morocco fifth in Africa in political power, a category measuring institutional control, state management and influence over political and economic systems.
However, Morocco ranked 40th in Africa in economic value creation, highlighting what the report describes as a gap between power and productive economic impact.
Globally, Morocco ranked 92nd out of 151 countries in the overall Quality of Elites Index. The ranking is based on 148 indicators covering corruption, monopolies, education, health care, labor markets, inequality, technology, debt and environmental sustainability.
Morocco’s strongest international performance came in innovation and technology, where it ranked 47th globally. The country also placed 49th in health and well-being and 55th in education and human capital.
Its weakest scores were in environmental sustainability and equality of opportunity. Morocco ranked 95th worldwide in environment and natural capital and 61st in equality of opportunity.
The report showed more positive results for Morocco in long-term development prospects.
The country ranked 40th globally in the “Next Generation Value Creation Index,” climbing four places from last year and placing 52 spots above its overall ranking.
The African breakdown also showed uneven results across categories. Morocco ranked 34th on the continent in economic power and 15th in political value, placing it 26th overall in Africa.
According to the report, countries that balance institutional power with productive economic systems tend to achieve more stable long-term growth.
Systems heavily dependent on rent-seeking and wealth concentration, meanwhile, face weaker development outcomes over time.
Globally, Singapore topped the overall ranking, followed by the United States and Japan.
