French Prime Minister Sébastien Lecornu said Morocco and France are working toward an “exceptional friendship treaty” to deepen bilateral ties, describing the current phase of relations as a turning point following French President Emmanuel Macron’s state visit to Morocco last year.
Speaking at the opening of the 15th Morocco-France High-Level Meeting in Rabat on Thursday, Lecornu said the mechanism, established more than three decades ago after the late King Hassan II’s state visit to Paris, was designed to create “special political, diplomatic, economic and cultural ties” and a dedicated framework for bilateral governance.
“We last held this high-level meeting in Morocco in 2017, while the previous session took place in 2019,” Lecornu said. “Given France’s domestic political agenda in recent years, it was essential for me to resume this mechanism, which allows us to work together.”
He described Macron’s October 2024 state visit to Morocco, at the invitation of King Mohammed VI, as “a historic visit” during which “many decisions were taken, carrying a fundamental promise of a qualitative leap in bilateral relations.”
“Since then, our two heads of state have instructed us to consolidate this agenda,” Lecornu said, noting that around 20 Moroccan ministers have travelled to France while 16 French ministers have visited Morocco over the past months.
He said Thursday’s meeting was intended not only to review progress on commitments already made but also to coordinate public policies on strategic issues, including “security, the fight against terrorism and the major upheavals affecting today’s world, which undoubtedly require our two countries to strengthen their diplomatic efforts.”
Lecornu added that the meeting also paves the way for “another important milestone that we eagerly await, namely the state visit of His Majesty King Mohammed VI to France,” which he said “should lead to an exceptional friendship treaty that goes even beyond the renewed exceptional strategic partnership” agreed during Macron’s visit.
“The purpose of our presence here today, alongside such a large ministerial delegation, is to achieve a qualitative leap in our bilateral relationship,” Lecornu said. “A leap that will benefit not only our two countries, but also our shared interests within the European Union and across the African continent.”
