The average monthly net salary for public sector employees in Morocco has reached MAD 10,600 in 2025, a 43.6% increase over the past decade, according to the Human Resources Report released with the 2026 Draft Budget Bill, Morocco’s Press Agency (MAP) reported.
The report attributes the rise to a combination of salary hikes and grade promotions implemented as part of the government’s social dialogue initiatives. Between 2015 and 2025, the average salary climbed from MAD 7,381 to MAD 10,600, reflecting an average annual growth rate of 3.7%.
By pay scale, employees in execution roles (scale 6 and equivalent) earn an average of MAD 5,925 per month, while those in supervisory positions (scales 7 to 9) receive around MAD 7,238. Managers and senior executives (scale 10 and above) earn an average of MAD 12,484.
The report also shows that nearly 10% of civil servants earn between MAD 4,500 (the public sector’s minimum wage) and MAD 6,000 per month.
Around 38.44% of employees earn MAD 8,000 or less, while 71.34% fall within the MAD 6,000 to MAD 14,000 salary range.
Over the past decade, Morocco’s minimum public sector wage has undergone several revisions.
Wages increased from MAD 3,000 in 2015 to MAD 3,258 in 2020, then to MAD 3,500 in 2023, MAD 4,000 in 2024, and MAD 4,500 in 2025.
These adjustments stem from government decisions reached through ongoing rounds of social dialogue aimed at improving workers’ purchasing power.
