FIFA will invest nearly 90% of its record USD 13 billion budget for 2023-2026 in football development, following a unanimous decision by the FIFA Council in Zurich. The plan includes major investments in competitions, clubs, and grassroots programs worldwide, FIFA announced.
A significant portion of the budget comes from the upcoming FIFA Club World Cup 2025, projected to generate USD 2 billion. Of this, USD 1 billion will be distributed to participating clubs, while the rest will support club football globally. FIFA President Gianni Infantino said the tournament will redefine club football, with all revenue going directly to teams.
FIFA also committed USD 2.3 billion to its FIFA Forward Programme, bringing total development funding to USD 5.1 billion since 2016.

The host nations will be announced at the 76th FIFA Congress in 2026.
