Morocco will suspend exports of frozen sardines from Feb. 1 for at least a year, a rare intervention in one of the country’s most lucrative food export sectors, as authorities move to stem domestic shortages and rising prices of a staple protein.
The ban was announced by fisheries secretary of state Zakia Driouich during a parliamentary session this week, framed as an emergency measure to ensure sufficient supply for the local market and protect consumers’ purchasing power.
Sardines occupy a singular place in Morocco’s food economy. They are among the country’s most widely consumed animal proteins and a key source of affordable nutrition for low and middle income households. Yet despite Morocco being one of the world’s largest producers and exporters of sardines, domestic availability has tightened sharply over the past two years.
Industry data cited in regional trade reporting show sardine landings fell by nearly half between 2022 and 2024, reflecting stock pressure, climate variability and shifting fishing patterns. At the same time, exports of frozen and processed sardines expanded, driven by demand from Europe, Russia and West Africa, where Moroccan fish competes on price and volume.
The imbalance has translated into volatility in local markets. Sardine prices, traditionally among the cheapest fish sold in Morocco, have surged in several cities, often trading far above port prices once intermediaries and transport costs are added. The issue has become politically sensitive, with repeated public criticism of speculation and weak market oversight.
Driouich said small pelagic fish such as sardines account for around 80 percent of Morocco’s fishery resources and are central to domestic food security. She said the export ban fits into a broader effort to rebalance supply and demand and raise per capita fish consumption, which the government has set at a target of 19 kilograms per person under its 2025 to 2027 fisheries roadmap.
Morocco’s seafood exports remain a major source of foreign currency. Official figures show total seafood exports reached around 28 billion dirhams in 2022, with sardines forming a substantial share through both frozen and canned products. The export suspension is therefore expected to hit processors and exporters, particularly plants oriented toward low margin, high volume frozen shipments.
No estimate has been published on the economic cost of the ban, and fishing industry federations have not yet issued a public response.
The measure underlines a broader dilemma facing Morocco’s export driven agri food sectors: how to reconcile international competitiveness with domestic affordability as climate pressure, market concentration and logistics costs reshape food supply chains.
The government said the ban could be renewed after one year depending on market conditions, leaving exporters and consumers alike watching whether the intervention stabilises prices or exposes deeper structural limits in Morocco’s fisheries model.
