Morocco’s Interior Ministry has ordered regional and provincial authorities to quickly set up special flood monitoring committees, as the country steps up efforts to prevent a repeat of deadly disasters like the tragedy in Safi, which left dozens dead and caused heavy damage.
According to informed sources, the ministry’s central services sent an urgent circular to regional governors and provincial officials, calling for the immediate creation of regional and provincial “vigilance committees” tasked with managing and closely tracking flood risks.
The move aims to boost early action, improve readiness, and ensure strong coordination between all actors on the ground.
These committees will bring together local authorities, technical departments, government sectors, civil protection services, and agencies in charge of water and infrastructure, along with other key stakeholders.
The goal is faster detection of risks and quicker and better-coordinated intervention when needed.
The Interior Ministry’s instructions are based on the Water Law (36.15) and a recent decree on flood prevention and risk management. Under the plan, each region and province will have its own vigilance committee, both chaired by the regional governor.
Governors and provincial heads are also required to prepare regular reports on the committees’ work and submit them to the ministry.
A strong focus is being placed on prevention. Authorities have been told to update flood risk maps, closely monitor rivers, dams, and water facilities, and strengthen early warning and monitoring systems.
The ministry also stressed the need to mobilize the necessary human and logistical resources to respond immediately to any potential threat.
The push comes after shortcomings were identified in the follow-up of sewage projects and rainwater drainage networks, especially in the Casablanca-Settat region and several coastal cities.
Recent heavy rainfall raised concerns about weaknesses in infrastructure, prompting closer technical inspections.
In parallel, central authorities have asked local administrations to prepare detailed “situation reports” on the state of ongoing and completed infrastructure and road projects. These assessments follow recent rains that may have caused damage to roads, buildings, and public facilities, including some that were only recently completed.
In a recent opinion, the Economic, Social and Environmental Council warned that natural disasters cost Morocco more than MAD 8 billion every year, around 0.8% of GDP.
Floods alone cause average annual losses of over MAD 4 billion. Earthquakes add roughly MAD 900 million in yearly damage, while droughts hit agriculture hard, with crop losses estimated at around 3 billion dirhams per year.
