Morocco has shortlisted nine local and international fund managers to deploy MAD 2.5 billion ($269.6 million) into early-stage startups under its Digital 2030 strategy, according to technology magazine Launch Base Africa.
Led by the state-backed Mohammed VI Investment Fund alongside the Ministry of Digital Transition and the state’s public financial institution (CDG), the move seeks to finance startups across their full lifecycle in sectors including fintech, agritech, edtech, healthtech, and climatetech.
The shortlist, drawn from 47 applicants, includes global operators such as 500 Startups and Plug and Play, regional firms like Middle East Venture Partners and Sawari Ventures, and local and pan-African players including Outlierz Africa and Emerging Tech Ventures. Selected firms must now secure matching capital from private investors to unlock the state-backed funding.
Authorities have also introduced a risk-sharing mechanism through Tamwilcom to absorb initial losses and align the program with international venture capital standards in a bid to attract institutional participation.
The government has paired funding with pipeline development, launching a MAD 700 million ($76 million) venture-building program to support 800 startups over three years and accelerate their path to market.
