Morocco has assumed the rotating presidency of the Conference on Disarmament in Geneva, with Ambassador Omar Hilale, Morocco’s permanent representative to the United Nations, chairing the UN forum through March 13, analysts and researchers in international law told Hespress.
The Conference on Disarmament is described as the United Nations’ only multilateral negotiating body mandated to negotiate disarmament related treaties. Experts quoted by Hespress said Morocco’s presidency carries symbolic and political significance, reflecting growing international confidence in Rabat and reinforcing its standing in multilateral diplomacy.
According to information cited by Hespress, Moroccan officials intend to use the month long presidency to signal renewed commitment to effective multilateral action grounded in shared responsibility and political will, with the stated aim of supporting a just and lasting peace.
Analysts also said Rabat will seek to push the forum beyond years of institutional paralysis, framing the presidency as a strategic role that places Morocco closer to the architecture of international security debates.
Sabri El Haou, a Moroccan specialist in international law, told Hespress the presidency highlights what he called the dynamism of Moroccan diplomacy at global, African Union and UN levels. He pointed to an expected high level ministerial segment under Morocco’s chairmanship as an indicator of Morocco’s diplomatic weight.
El Haou also linked Morocco’s growing profile to accumulated roles in international and African decision making, and to cooperation on security, including counterterrorism and efforts against organized crime. He said the presidency also has a political backdrop tied to the Western Sahara dispute, arguing that Morocco’s position on disarmament, including calls to disarm the Polisario Front, intersects with Rabat’s autonomy initiative.
Mohammed Nechtaoui, an international relations professor and head of the Ibn Rochd Center for Geopolitical Studies and Policy Analysis, told Hespress the presidency is intended to move beyond protocol and help break the forum’s deadlock. He said a ministerial meeting is scheduled in Geneva from Feb. 23 to 25, with participation expected from the UN secretary general and more than 40 international officials and foreign ministers, adding momentum to Morocco’s chairmanship.
Nechtaoui said Morocco aims to rebuild trust among member states, address emerging security challenges including artificial intelligence and autonomous systems, and promote adherence to nuclear disarmament and nonproliferation related treaties.
