TAQA Morocco and Spanish energy company Moeve have signed a preliminary land reservation agreement with the Moroccan government to develop a green hydrogen project in southern Morocco, Moeve said in a statement on Wednesday.
The agreement allows the consortium to secure land for the project as part of Morocco’s national green hydrogen development program, an initial step before final investment decisions and construction begin.
TAQA Morocco and Moeve formed a consortium last year and were subsequently selected by the government to advance the project. The statement did not include details of the investment required or the potential production output.
The planned development will include facilities to produce green hydrogen and green ammonia, targeting both export markets and industrial fuel applications.
Under the agreement, TAQA Morocco will oversee renewable power generation required to run the project, while Moeve will manage the production and marketing of e-fuels derived from green hydrogen.
The deal falls under Morocco’s Green Hydrogen Offer, a government initiative launched in 2024 that earmarks up to one million hectares of land available for investors seeking to develop hydrogen and related projects across the country.
Green hydrogen, produced using renewable electricity, is used to split water into hydrogen and oxygen, and is viewed as a potential low-carbon alternative to fossil fuels in sectors such as heavy industry, shipping, and aviation. Demand is expected to grow as countries pursue decarbonization targets.
