The Casablanca mega desalination plant, currently under construction by a consortium that includes Spanish company “Acciona,” has received a total of EUR 340 million in financial backing from Spain. The first phase of the project is expected to be completed in February 2027, according to media reports.
The Casablanca facility, awarded to Acciona in partnership with Moroccan firms Afriquia Gaz and Green of Africa, will serve 7.5 million people and involves a total investment of EUR 887 million. Located in Lamharza Essahel, in the El Jadida province south of Casablanca, the plant’s construction was inaugurated last June by Morocco’s Crown Prince Moulay Hassan.
According to Acciona, construction is currently 20% complete. The first phase will deliver a daily capacity of 548,000 cubic meters by February 2027, with a second phase adding 274,000 cubic meters per day by August 2028.
Spain’s support is being channeled through a combination of loans from the Fund for the Internationalization of the Company (FIEM), export credit insurance provided by “Cesce” (covering up to 80% of the operation), and FIEX, the Fund for Foreign Investment, managed by COFIDES, which is backing Acciona’s stake in the project.
A statement from Spain’s Secretary of State for Trade said that the Spanish financial support includes EUR 250 million from FIEM for the plant’s design, construction, and operation; Cesce’s insurance covering up to 80% of another EUR 70 million loan; and EUR 31 million from FIEX to finance Acciona’s equity contribution to the project company.
Speaking to EFE on Wednesday, Spain’s Secretary of State for Trade, Amparo López Senovilla, described the plant as the largest of its kind in Africa and a key project supported by three major Spanish financial instruments.
Senovilla, who visited Casablanca for the official signing of the financial agreement along with Morocco’s Economy and Finance Minister Nadia Fettah Alaoui, noted the project’s strategic importance, calling it “structural,” “ambitious,” and “relevant.” The official highlighted its role in improving both urban and agricultural water supply while also integrating renewable energy for sustainable operation.
Alaoui commended the Casablanca plant as “one of the flagship projects” of Morocco’s water sustainability strategy. This initiative is intended to mobilize 1.7 billion cubic meters of potable water by 2030 through the development of around 20 desalination plants, compared to the country’s current capacity of 320 million cubic meters.
The reports also noted that around 350 Spanish companies operating in Morocco have been involved in national projects, contributing to job creation and the country’s economic development.
