U.S. farmer groups are urging the government to remove tariffs on Moroccan phosphate fertilizers, warning the duties are raising costs and constraining supply at a critical time for agriculture, according to a letter addressed to the Commerce Department on Friday.

The coalition said duties on imports are adding pressure to farmers already facing high input costs. Phosphate fertilizers accounted for up to 40% of operating expenses for some growers in 2025, according to the groups.

Morocco, a major global supplier through OCP Group, is central to the dispute. Farmers argue that limiting imports reduces competition and increases reliance on a small number of domestic producers.

“The United States simply does not have sufficient domestic phosphate resources to meet agricultural demand on its own,” the groups said.

The news follows the U.S. government’s decision earlier this month to withdraw its appeal in a long-running trade case instigated by U.S. producer Mosaic against OCP Group, leaving in place a court ruling favorable to Moroccan exports. Duties were reduced to about 2.11%, but remain in effect.

The case dates back to 2020, when Mosaic alleged Moroccan fertilizers benefited from unfair subsidies. A U.S. trade court later found that a tax program cited in the case was broadly available and did not constitute a targeted subsidy.

The Commerce Department is expected to revisit the measures in an upcoming review.
