Household consumption and domestic demand continue to serve as the primary engines of Morocco’s economic growth, supported by government measures aimed at preserving purchasing power and by stronger rural incomes resulting from a favorable agricultural season, according to the latest economic outlook report released in May.

The report, prepared by the Directorate of Financial Studies and Forecasts within the Ministry of Economy and Finance, highlighted what it described as effective control of inflation. Annual inflation slowed to 1.7% at the end of April 2026, while cumulative inflation since the beginning of the year remained limited to 0.3%.

Consumer spending also benefited from a 3.9% increase in consumer lending and an 11.7% rise in remittances from Moroccans living abroad, according to the report.

Household consumption remains the main growth driver

Mohamed Adel Ichou, a financial and economic analyst, said household spending remains the backbone of Morocco’s economic activity.

“Household consumption is expected to continue supporting economic growth thanks to improved incomes, particularly in rural areas, and the stabilization of inflation at moderate levels,” Ichou said.

He noted that rising remittances and expanding consumer credit indicate that domestic demand continues to play its traditional role as a key growth driver. Spending on housing, food, transportation and services has directly supported commercial activity, production and employment, he added.

However, Ichou cautioned that sustaining this momentum will depend on households’ ability to maintain their purchasing power and avoid new price shocks.

The analyst also pointed to income improvements linked to a strong agricultural season and salary increases introduced through the government’s social dialogue agreements. With inflation remaining at 1.7%, wage gains are having a more tangible impact on living standards than during previous years, when inflation outpaced income growth, he said.

Inflation under control, but risks remain

Ichou described inflation as largely under control but emphasized that it remains a factor requiring close monitoring.

“The most positive indicator for consumers is that inflation remains below 2%, which is the target level set by Morocco’s central bank,” he said.

He noted that current inflation levels are significantly lower than those recorded during recent inflationary crises, when annual inflation exceeded 6%. Lower inflation preserves the purchasing power of wages and household incomes while creating more room for consumer spending.

Nevertheless, Ichou warned that rising global oil prices, particularly if they exceed $100 per barrel, could pose a risk. Higher energy costs could translate into increased transportation and production expenses, potentially generating new inflationary pressures.

He argued that Morocco’s current economic challenge is no longer combating high inflation but maintaining price stability so that households can fully benefit from rising incomes and wages.

Agriculture fuels growth rebound

Economist Khalid Achiban said the report’s findings are broadly consistent with projections contained in Morocco’s 2026 Finance Law and forecasts issued by international institutions such as the World Bank and the International Monetary Fund.

According to Achiban, the most significant positive development is the recovery of the agricultural sector following improved rainfall conditions.

“Agricultural value added is expected to increase by around 14%,” he said, describing the current season as potentially exceptional.

Beyond its contribution to economic growth, the agricultural rebound is expected to support employment. Achiban noted that other sectors had been unable to offset job losses caused by years of drought, contributing to unemployment rates exceeding 13%.

He also pointed to the continued resilience of Morocco’s export-oriented sectors, although he acknowledged a decline in phosphate-related activity.

Employment remains a major challenge

Despite positive growth indicators, Achiban identified job creation as Morocco’s most pressing economic challenge.

“The major problem remains the insufficient creation of employment opportunities,” he said, arguing that this issue has persisted throughout the current government’s term.

He stressed that household consumption and public investment remain the two principal pillars of domestic demand. While Moroccan households have demonstrated resilience despite recent external shocks, government measures such as salary increases for several professional categories have helped sustain spending.

Those measures were made possible, he said, by fiscal reforms affecting income tax, corporate taxation and value-added tax, which expanded the government’s financial capacity to address social and economic challenges.

However, Achiban warned that the private sector has not followed the same path as the public sector in terms of wage increases. He cited recent findings from Morocco’s High Commission for Planning showing that more than two-thirds of workers are employed in the informal economy.

“That remains a major structural problem,” he said, underscoring the need for broader labor market reforms to ensure that economic growth translates into stronger employment gains and higher living standards.
