The Halal Standards Committee of the Republic of Tatarstan, Russia, is working to gain accreditation in Morocco as part of a broader push to expand exports of the country’s halal-certified products, Russian media group RBC reported.
Abbas Shlyaposhnikov, head of the committee under the Spiritual Administration of Muslims in the Republic of Tatarstan, said it had submitted applications to several countries, including Morocco, Iran, Indonesia, Algeria, Egypt, and Kazakhstan, speaking at a press conference held by Tatar-inform.
“We have a clear plan to complete the process by the end of the year,” Shlyaposhnikov said.
Gaining accreditation in Morocco would allow Tatarstan’s halal certifications to be officially recognized by Moroccan authorities, paving the way for exports into the North African country. Morocco is a key market for halal products due to its growing food industry and Muslim-majority consumer base.
Shlyaposhnikov said the committee recently received accreditation from Malaysia’s Department of Islamic Development (JAKIM). The audit took place during a March visit to Tatarstan by Malaysian officials ahead of the “Russia–Islamic World: KazanForum.”
He described the forum as a key platform for connecting Russian regions and countries from the Organization of Islamic Cooperation, which includes Morocco. “This is where we meet companies from all over and strengthen cooperation with fellow certification bodies,” he said.
The committee is also accredited by the Gulf Accreditation Center (GAC) and, as of April, by the Standards and Metrology Institute for Islamic Countries (SMIIC), which operates under the Organisation of Islamic Cooperation (OIC). These recognitions are vital in building trust and opening export routes.
There are currently 250 companies in Tatarstan producing halal goods. Around 20 are already exporting. According to the Tatarstan Ministry of Agriculture, the republic exported USD 14 million worth of halal products last year—up USD 2.5 million from 2023. It is now targeting USD 15 million in exports in 2025.
Shlyaposhnikov said developing a reliable certification system and meeting the standards of each target country is key. “Each country has its own rules for halal products,” he said. “By improving our system, we’re raising the quality of halal production.”
