US President Donald Trump said Sunday that most Americans will receive a dividend payment of “at least” USD 2,000 funded by US tariff revenues. He announced the plan in a post on Truth Social, where he said the government is “taking in Trillions of Dollars” and will begin paying down the national debt, which is around USD 37 trillion, Business Insider reported.
“A dividend of at least USD 2000 a person (not including high-income people!) will be paid to everyone,” Trump posted.
The announcement came as the Supreme Court is reviewing the legality of the president’s tariff policy. Trump has justified the sweeping tariffs under the International Emergency Economic Powers Act. Lower courts previously ruled that several of these levies were unlawful.
Trump had floated a similar dividend idea in October in an interview with the One America News Network, saying tariff revenues could bring in more than USD 1 trillion a year. The Treasury Department reported it had collected USD 195 billion from customs duties in fiscal year 2025 that ended on September 30.
Consumers have experienced rising costs as the cost-of-living crisis continues and the government shutdown stretched into its 40th day. Trump is linking the dividend to “affordability” concerns, a central theme of his campaign, but largely ignored by him until now as he repeatedly falsely claimed that prices were down. On the campaign trail, he repeatedly attacked former President Joe Biden over inflation and promised to “immediately bring prices down.” That hasn’t happened.
Any dividend program will require congressional approval to appropriate those funds. Trump has previously said he wanted to use tariff revenue to reduce the national debt.
Treasury Secretary Scott Bessent said on ABC’s “This Week” that the administration’s goal with tariffs is to “rebalance trade,” not to raise revenue.
The debate over “affordability” has shaped the broader political landscape. Democrats made significant gains last week with sweeping wins in New York City, New Jersey, and Virginia by campaigning on cost-of-living issues.
Zohran Mamdani, who won the New York City mayoral race and who Trump has called a “communist,” promised to freeze rent, expand free childcare, and create city-owned grocery stores.
