These sectors have been struggling with major management difficulties, including market regulation issues, the role of middlemen, soaring prices, declining marine resources, and concerns over the working conditions of agricultural and fisheries workers. Unions are also pushing for stronger scientific research and improved governance.
The Moroccan government announced a series of appointments within the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests during a cabinet meeting on Thursday.
Among the new officials in the agriculture sector, Majid Lahlu was named Inspector General, Zakaria Al-Yaakoubi was appointed Director of Irrigation and Agricultural Planning, Hicham Rahali was chosen as Director General of the National Office for Agricultural Advisory Services, and Jawad Bahaji was named President of the General Council for Agricultural Development.
In the fisheries sector, Ibrahim Boudinar took the role of Secretary General, Abdallah Al-Mastatir was named Director of Maritime Fisheries, Hassan Al-Filali became Director of General and Legal Affairs, Ilham Al-Manouni was appointed Director of Strategy and Cooperation, and Mohamed Njeih took the position of Director of the National Institute for Fisheries Research.
Idriss Adda, Deputy Secretary-General of the National Federation of the Agriculture Sector, part of the Moroccan Labor Union (UMT), expressed hope that these appointments would positively impact both employees and public services.
He emphasized the need to address structural issues, particularly those affecting workers and ministry employees, and stressed the importance of valuing expertise while introducing fresh leadership.
According to him, these changes should translate into improved services, given the ministry’s crucial role in national sovereignty and food security.
Adda also acknowledged that ministerial restructuring often faces pressure from competing industry lobbies but should ultimately result in the selection of the most qualified officials.
Abdelhalim Siddiqi, Secretary-General of the National Federation of the Fisheries Sector under the UMT, highlighted the severe challenges facing the fisheries industry, particularly the decline in fish stocks.
He noted that the new appointments represent an internal promotion of professionals with experience in the field and expects them to focus on scientific research to tackle these pressing issues.
Warning that the declining stocks of surface fish species require urgent intervention to prevent depletion, he stressed that the minister overseeing the sector will ultimately be held accountable for the results.
As these newly appointed officials take on their responsibilities, stakeholders in agriculture and fisheries will be closely monitoring whether the promised reforms lead to tangible improvements in these vital sectors.
