Additional measures include skills training programs in healthcare, household management, hospitality services, digital literacy, and language proficiency. Standards for agency-provided housing have also been tightened to ensure safety and hygiene, with penalties for non-compliant agencies.

The circular further establishes a white-list policy for recruitment agencies, restricting placement to those adhering to ethical standards. The AKSYON Fund will provide legal, medical, and financial support in emergencies. Passports remain the property of workers and cannot be confiscated.

These reforms will take effect for all new or renewed contracts 60 days after the circular’s issuance, with the Department instructing all agencies and offices to comply fully. Detailed guidance will be provided to ensure proper implementation.
