Moroccan rapper Taha Fahssi, known by his stage name ElGrande Toto, has sparked a wave of controversy following the broadcast of his performance on public television as part of the 20th edition of the Mawazine Festival.
The broadcast, aired on Morocco’s 2M channel, prompted a formal complaint to the High Authority for Audiovisual Communication (HACA), accusing the station of violating the public broadcaster’s ethical guidelines.
According to the complaint, filed and published on the official website of the Justice and Development Party (PJD), the rapper’s performance featured what was described as “inappropriate content.”
Specific grievances included Fahssi’s appearance in what the complainant called “bizarre attire,” notably a shirt emblazoned with the word “Slekout” across a graphic of the Moroccan flag’s star, and his use of “vulgar language” allegedly repeated by the audience at his urging. The complaint argued that this constituted an affront to human dignity and posed a psychological threat to children and adolescents.
Despite the backlash, Toto’s concert drew a record-breaking crowd of more than 400,000 people, the highest turnout in the festival’s two-decade history. The televised event also achieved high viewership ratings, both on 2M and across social media platforms.
Supporters Call It a Manufactured Controversy
Sources close to Fahssi described the criticism as “a fabricated controversy,” suggesting it is part of a broader pattern of targeting young artists who challenge norms through unconventional expression.
Speaking to Hespress AR, the same sources emphasized that the concert proceeded without incident and within the bounds of artistic performance. They underscored Toto’s style as emblematic of street culture and his commitment to addressing generational concerns through direct and unfiltered lyrics, which has earned him significant popularity, particularly among youth in Morocco and abroad.
“It’s unfortunate to reduce a record-setting and artistically successful performance to superficial details,” a source said. “Overlooking the cultural impact and public resonance of the show in favor of nitpicking is both selective and unfair.”
Critics Accused of Double Standards
Cultural critic Abderrahim Chaafai called the complaint “bewildering,” noting that public broadcasters had in past editions hosted international performers with even more provocative stage presence without eliciting comparable outrage.
“We didn’t hear similar outcry when TV channels aired foreign series with far more controversial content,” Chaafai told Hespress AR. “Targeting Toto reflects a clear double standard in how local artists are treated.”
He argued that critics often misunderstand the nature of rap, which serves as a cultural and social commentary and not a traditional art form. “Rap is inherently confrontational, it gives voice to the street and highlights the unspoken. That makes some people uncomfortable.”
Balancing Artistic Freedom and Media Responsibility
Producer and artist manager Mofid Sebbai offered a more nuanced view, stating the debate should be framed around the balance between freedom of expression and the responsibilities of public media.
“In the same way that age ratings and content warnings are required for films, they should also apply to musical performances broadcast into homes,” Sebbai told Hespress AR. “If children aren’t allowed to attend certain screenings in theaters, how can similar content be freely aired on national television?”
He noted the distinction between voluntarily attending a live concert in a public venue and being exposed to it at home via a public channel, which has a duty to respect community standards and legal norms.
As the HACA investigates the complaint, the episode has reignited debate over censorship, youth culture, and the evolving boundaries of artistic expression in Morocco’s public sphere. Whether seen as a cultural milestone or a broadcasting misstep, Toto’s performance has once again put Moroccan rap, and its tensions with mainstream media, at the center of national discourse.
