A new law overhauling Morocco’s film industry and reorganizing the Moroccan Cinema Center (CCM) took effect Monday following its publication in the official gazette on Dec. 30, 2024.
The law, known as 18.23, aims to attract domestic and foreign investment, create new jobs, encourage competition, and strengthen the visibility of Moroccan cinema both nationally and internationally, the CCM said in a statement.
Culture Minister Mohamed Mehdi Bensaid had earlier launched a second round of consultations with industry groups and film professionals to draft the regulatory framework.
Between Jan. 29 and Feb. 4, 2025, the CCM held six consultation sessions with representatives from film production, distribution, exhibition, festivals, technical industries and technicians, as well as meetings with animation filmmakers.
The sessions produced a series of proposals incorporated into new regulations.
In June, decree 2.25.365 was issued to implement provisions of the law, followed by detailed decrees covering matters such as the registration of contracts in the national cinema registry, licensing of production, film distribution and export rules, commercial and cultural exploitation permits, studio labeling, professional ID cards, and the classification of cinema-related professions.
Existing filming permits and public funding programs for film production, digitization, cinema hall renovation and festival support remain valid, the CCM said.
However, production companies, distributors and theater operators licensed under the previous 1999 law must comply with the new rules by Aug. 31, 2026. Holders of professional ID cards issued under the old framework have until Aug. 31, 2030, to adapt.
The CCM urged all stakeholders, including producers, distributors, exhibitors, festival organizers and technicians, to adhere to the new legislation and adjust their operations within the legal deadlines.
The center pledged to provide administrative support to help the industry transition.
The new framework replaces older legislation regulating Morocco’s film industry, including the organization of the CCM, cinema production, video works and the public registry.
Officials say the overhaul is designed to align Moroccan cinema with global industry standards and enhance its international standing.
