Morocco has maintained its position among Africa’s top 10 financial markets in the 2025 Absa Africa Financial Markets Index (AFMI), ranking eighth out of 29 countries, despite a slight decline in performance compared to the previous year.
The North African nation scored 56 points, down from 58 in 2024, according to the index, now in its ninth edition, which measures the progress and attractiveness of financial markets across the continent.
The report, produced by the Official Monetary and Financial Institutions Forum (OMFIF) in partnership with Absa Group and supported by the United Nations Economic Commission for Africa, evaluates countries based on six key pillars, including market depth, access to foreign exchange, transparency, and regulatory environment.
Morocco performed strongly in the “market depth” category, ranking second in Africa with 61 points, reflecting the maturity and scale of its domestic bond and equity markets. The country also scored 85 points and placed seventh in “market transparency, tax, and regulatory environment,” supported by the adoption of international accounting standards and a network of 55 double taxation treaties.
However, the report highlighted challenges in “legal standards and enforceability,” where Morocco ranked 21st with a modest 25 points, indicating room to strengthen its legal framework to align more closely with global financial market norms, especially in areas such as clearing and collateral.
On a positive note, the report noted that Morocco has launched a new futures market and introduced a framework for sovereign sustainability bonds to finance green and social projects.
The country also holds foreign currency reserves covering 5.2 months of imports, while withholding tax rates for non-residents stand at 10% on interest and 15% on dividends.
Regionally, South Africa topped the 2025 ranking with 86 points, followed by Mauritius (76), Uganda (66), Nigeria (65), and Namibia (64). Completing the top ten were Botswana (63), Ghana (60), Morocco (56), Kenya (56), and Zambia (55).
