Morocco’s 2026 draft finance bill aims to consolidate economic gains and position the country among emerging economies, Minister of Economy and Finance Nadia Fettah Alaoui told Parliament on Monday.
Presenting the budget before a joint session of both houses, Fettah said the government plans to accelerate major structural and sectoral projects with a total of MAD 380 billion ($37 billion) in public investment.
“This significant investment effort will focus on infrastructure projects that promote balanced territorial development across all regions of the Kingdom,” she said.
Infrastructure and water security
The minister said priority will be given to upgrading transport and logistics networks, including airport expansions, strengthening the national airline fleet, extending the high-speed rail line to Marrakech, expanding the motorway network, and completing work on the Nador West Med Port and the Dakhla Atlantic Port.
To address Morocco’s persistent water shortages, the 2026 budget allocates MAD 16.4 billion to projects ensuring drinking water supply to deficit areas. Plans include constructing 16 major dams and launching two new ones, as well as advancing inter-basin water transfer projects linking the Loukkos, Laou, Sebou, Bouregreg, and Oum Er-Rbia basins.
Fettah also announced continued investment in desalination plants, expected to secure 1.7 billion cubic meters of water annually, while enhancing rural water access and promoting efficient use of resources.
Green energy and industrial strategy
The government plans to accelerate the shift toward green energy, with renewables already accounting for 45% of Morocco’s electricity mix, Fettah said. The plan includes implementing Morocco’s green hydrogen strategy and launching the country’s first liquefied natural gas (LNG) terminal at Nador West Med.
She noted that sectoral strategies in agriculture, industry, tourism, crafts, the social economy, and digital transformation will continue to receive priority support.
Boosting private investment
To complement public spending, the government will strengthen private investment through the new investment charter, improved business climate, and support for startups and small and medium-sized enterprises. The Mohammed VI Investment Fund will play a key role, Fettah said, alongside enhanced public-private partnerships and financial sector reform.
The National Investment Commission approved 250 investment projects and amendments in 2025 worth MAD 414 billion, expected to create 65,000 direct and 110,000 indirect jobs, she noted.
Employment and training initiatives
The government will continue to promote youth and women’s employment, expand vocational training, and link education to labor market needs. The plan aims to train 200,000 young people between 2025 and 2027 through apprenticeships and dual training, while reducing school dropouts via “second-chance” schools.
Fettah added that the state will allocate over MAD 2 billion to support micro, small and medium enterprises, which form the backbone of Morocco’s job market.
“Our goal is to strengthen Morocco’s position as an attractive investment destination while ensuring inclusive development and sustainable growth,” Fettah concluded.
