Fuel prices in Morocco are bucking global market trends, according to an analysis released by the Competition Council, the country’s competition authority. Diesel price increases are being only partially passed on to consumers, and gasoline prices are rising faster than international benchmarks, the study found.
In March 2026, as global diesel prices surged, Moroccan pump prices reflected only a portion of the increase. Meanwhile, international diesel prices rose by nearly MAD 2.92 per liter, while local prices increased by about MAD 2.03. A similar pattern occurred in the second half of the month, the report shows.
Overall, diesel prices stayed below global trends, resulting in a cumulative gap of around MAD 1.35 per liter, indicating only a partial pass-through and a delay in reflecting international costs.
Gasoline followed a different trajectory. Over the same period, Moroccan gasoline prices increased more than global benchmarks, with local prices increasing more than international levels by roughly MAD 0.33 per liter in total. This suggests that consumers paid more for gasoline relative to global price movements.
The divergence, according to the report, points to a pricing dynamic in which operators may be balancing margins across fuel types, absorbing part of the diesel cost increases, which affect a larger share of consumption, while compensating through higher gasoline prices. However, this mechanism is limited given gasoline’s smaller share of the market.
Despite Morocco’s deregulated fuel markets, the council noted that pricing behavior still reflects legacy practices from the regulated era. Operators often adjust prices simultaneously and in similar ways, limiting competition and slowing responsiveness to global fluctuations.
The regulator found no evidence, however, of anti-competitive behavior, but it called for more flexible pricing mechanisms that better reflect supply conditions, contracts, and inventory levels.
