Morocco has moved to end the tax gray zone surrounding influencers and digital content creators, with the Ministry of Economy and Finance making clear that income generated through social media, digital advertising and e-commerce is fully subject to taxation under existing Moroccan law.
The clarification came in an official written response to Parliament in a document addressed to MP Idris Sentissi.
According to the ministry, creators who earn money through partnerships, sponsored content, online advertising and other platform-based activities are now treated like any other income-generating professionals. That means they must declare their earnings to the tax administration, file online declarations and comply with obligations set out in Morocco’s General Tax Code.
Depending on their legal status, they may fall under either income tax or corporate tax regulations.
SNRT News reported that the clarification also establishes clear VAT thresholds. E-commerce activity becomes taxable once annual turnover exceeds MAD 2 million, while digital advertising services, including those provided by YouTubers and bloggers, become taxable from MAD 500,000.
The move is also linked to recent tax reforms. Morocco’s 2024 Finance Law introduced taxation of digital services based on where they are consumed and required foreign service providers to register with the Moroccan tax administration.
The 2025 Finance Law further tightened the framework by refining tax residency criteria and introducing quarterly declarations for nonresident operators.
SNRT also reported that the General Directorate of Taxes has strengthened oversight of digital activity through a dedicated monitoring unit, upgraded digital tools and broader international cooperation on information exchange.
At the same time, the government says it aims to encourage regularization rather than rely solely on penalties by promoting simplified schemes such as auto-entrepreneur status and other adapted tax arrangements.
