The Moroccan government, under Prime Minister Aziz Akhannouch, has issued a new circular to advance the national offshoring sector, replacing Circular No. 08/2022 with enhanced organizational and structural reforms. The initiative aims to strengthen Morocco’s attractiveness to investors and boost its competitiveness regionally and globally.
The circular emphasizes that, under King Mohammed VI’s vision, Morocco has leveraged the offshoring sector as a strategic growth driver, generating high-quality jobs and enhancing the country’s international profile.
The sector benefits from Morocco’s geographical proximity to Europe, access to African markets, a multilingual skilled workforce, competitive technological infrastructure, and a steadily improving investment climate.
Aligned with the “Digital Morocco 2030” vision, the circular seeks to position the country as a key player in the global digital economy, with expectations of creating thousands of new jobs and significantly increasing sector revenues by 2030.
To incentivize employment, the government introduced a new hiring grant covering 17% of the annual taxable income for each permanent job retained for at least 18 months. The training grant was also restructured to 3.5% of annual taxable income to enhance workforce skills.
The circular preserves the single-window system within integrated platforms, facilitating procedures for investors by connecting regional investment centers, the National Agency for Employment and Skills (ANAPEC), and platform operators.
Governance reforms include restructuring the steering committee (COPIL) and the Technical Committee for Offshoring Services (CTO), assigning the government sector in charge of digital transition as head of the CTO, and integrating the National Social Security Fund into its membership.
The committees’ mandates now include evaluating the national offer, approving integrated industrial platforms, reviewing strategic investment files, and managing employment grants and tax incentives.
The circular also extends fiscal incentives under income tax (IR) and corporate tax (IS), with slight adjustments to eligibility conditions, aiming to promote investment, job creation, and equitable regional growth.
Overall, the new circular represents a major step in advancing Morocco’s offshoring sector through financial incentives, streamlined procedures, improved governance, and investment in human capital, reflecting the kingdom’s commitment to establishing itself as a regional hub for digital services and technological transformation.
