Third-party vs comprehensive car insurance comes down to one question: whose car gets paid for. Third-party car insurance is the legal minimum in the UAE. It pays for the damage and injuries you cause to other people, and nothing for your own car. Comprehensive insurance includes the same third-party cover and adds damage to your own car, theft and fire, whoever caused the accident.
Both follow one unified policy set by the Central Bank of the UAE, so the core terms are the same at every insurer. What changes between quotes is the price, the excess, and the extras you add on top.
Third-party or comprehensive: the short version
| If this happens | Third-party | Comprehensive |
|---|---|---|
| You damage another car or property | Yes, up to AED 2 million per accident | Yes, up to AED 2 million per accident |
| You injure or kill another person, including your passengers | Yes | Yes |
| Your own car is damaged in an accident | No | Yes, whoever caused it |
| Your car is stolen or catches fire | No | Yes |
| Your car is damaged while parked | No | Yes |
| Agency repair | No | Only if the car is 1 year old or less and it is in your contract |
What third-party insurance covers
Under the unified policy, third-party liability pays what you or the driver of your car owe to others when you are at fault:
- Injury or death of other people, inside or outside your car. Your passengers are covered. Your spouse, children and parents are covered within the limits of diya compensation under Sharia law.
- Damage to other people’s property, such as their car, a wall or a lamp post, capped at AED 2 million per accident.
- A replacement car for the other driver, or cash of up to AED 300 a day for a maximum of 15 days, depending on the type of vehicle.
What it does not pay for:
- Damage to your own car, even if the other driver caused it. In that case you claim from their insurer, not yours.
- Your own injuries as the driver, unless you add personal accident cover.
- Accidents outside the UAE, unless your policy is extended.
- Damage from floods, storms, earthquakes and other natural disasters.
What comprehensive insurance adds
Comprehensive cover is third-party liability plus “loss and damage” cover for your own car. The Central Bank’s policy lists what that pays for:
- Collision or overturning.
- Fire, external explosion, self-ignition or lightning.
- Theft, or a deliberate act by someone else.
- Damage while the car is being lifted, loaded or transported.
- Any extra cover you agree with the insurer, for example off-road use, Oman cover or a replacement car for yourself.
It pays whether the car was moving or parked, and whether you caused the accident or someone else did.
Agency repair
Agency repair means your car goes to the brand’s authorised workshop, with new original parts and no deduction for depreciation. Under the unified policy, the insurer must offer it only if:
- the car is one year old or less, and
- agency repair is written into your comprehensive policy, usually for an extra premium.
After the first year, many insurers still sell agency repair as an add-on, but they are not required to. If it matters to you, check the repair clause line by line before you pay.
If the car is written off
The car counts as a total loss if repairs would cost more than 50% of its value, or if the chassis or fixed structural parts are damaged and need cutting or welding. Under comprehensive cover, the payout is the sum insured minus 20% depreciation, worked out pro rata over the 13-month policy. If another driver’s third-party policy is paying, compensation is based on your car’s market value.
The excess: what you pay per claim
The excess (or deductible) is the part of each claim you pay yourself. The Central Bank caps it by vehicle value. For a private car with up to 9 seats:
| Car value | Maximum excess per accident |
|---|---|
| Up to AED 50,000 | AED 350 |
| AED 50,001 to AED 100,000 | AED 700 |
| AED 100,001 to AED 250,000 | AED 1000 |
| AED 250,001 to AED 500,000 | AED 1200 |
| Over AED 500,000 | AED 1400 |
An insurer can set a lower excess, but not a higher one than these caps.
What it costs
Premiums sit inside a band the Central Bank sets for each type of vehicle. For third-party cover on a private saloon, the schedule for a 13-month policy is:
| Engine | Minimum | Maximum |
|---|---|---|
| 4 cylinders | AED 750 | AED 1300 |
| 6 cylinders | AED 850 | AED 1400 |
| 8 cylinders | AED 950 | AED 1600 |
| More than 8 cylinders | AED 1300 | AED 2100 |
Comprehensive cover is priced mainly as a percentage of the car’s insured value, also within Central Bank limits, so it scales with what the car is worth. Your age, licence history, claims record and the add-ons you choose move the quote within those limits.
Discounts written into the unified policy:
- No-claims discount: an insurer may take up to 10% off the minimum rate after one claim-free year, 15% after two and 20% after three.
- Renewal discount: 10% off the minimum rate when you renew with the same insurer. It does not transfer if the policy moves to another person.
- Electric and gas cars: 25% off the minimum rate on renewal, taking your accident record into account.
- Fleets of 5 or more vehicles get a fleet discount.
Ask your current insurer for a Certificate of Insurance Experience before you switch. It is free and it is how a new insurer verifies your claim-free years.
Which one should you choose?
Start with what the car is worth and what you could afford to lose.
Comprehensive usually makes sense if:
- the car is new, nearly new or still under warranty, especially in its first year when insurers must offer agency repair if you add it
- the car is financed, since lenders usually ask for comprehensive cover for the loan term
- you could not comfortably pay to repair or replace the car yourself
- you park on the street or drive long distances on highways
Third-party alone can make sense if:
- the car is older and worth little, so the extra premium over a year or two would come close to its value
- you have savings set aside to repair or replace it after an at-fault accident
A quick test: compare the extra premium for comprehensive with the car’s value minus your excess. If the extra premium is a large share of what you would ever get paid out, third-party is often the rational choice. If it is a small share, comprehensive is cheap protection.
If you are shopping for a used car, factor the insurance quote into the budget before you commit. Our guides to buying a used car in Dubai and checking a car’s accident history cover the checks that affect what you will pay.
Exclusions that catch drivers out
Comprehensive cover does not pay for damage to your own car if:
- the driver did not hold a valid licence for that vehicle (a licence that expired but could be renewed within 30 days of the accident still counts)
- the driver was under the influence of alcohol or drugs
- the car was used in a race, or overloaded, and that caused the accident
- the car was used for a purpose other than the one it is insured for
- the accident was the result of a deliberate crime
- you drove outside the area your policy covers, such as Oman, without an extension or an Orange Card
- you drove off-road without off-road cover
The Orange Card is a unified Arab insurance card that extends your third-party cover to other Arab countries, so you do not need a separate policy in each one.
Making a claim
Report the accident to the police first. Your insurer will ask for the police report before it pays. Our step-by-step guide to car insurance claims in Dubai walks through the process.
If you disagree with the insurer about the damage, the payout or your car’s market value, the insurer must appoint an expert at its own cost. If you do not accept that expert’s opinion, either side can ask the Central Bank to appoint a licensed expert. After repairs at an insurer-linked agency, you can also have the car tested at any approved inspection centre. If problems show up, the insurer and the workshop fix them at the insurer’s cost.
Renting a car instead?
If you rent, the car is already insured by the rental company. Basic cover pays for accidental damage only with a police report, and you stay liable for the excess. Collision damage waivers reduce or remove that excess. See our guide to insurance when renting a car in Dubai before you sign, and compare cars from dealers on OneClickDrive.
Questions people are asking
Is third-party car insurance mandatory in the UAE?
Yes. Every car on UAE roads must have at least third-party liability cover, and you need valid insurance to register a car or renew its registration. See our guide to car registration renewal in Dubai.
How long does a UAE car insurance policy last?
The unified policy runs for 13 months, not 12.
Does third-party insurance cover my passengers?
Yes. Passengers in your car are covered for injury under third-party liability. Your own injuries as the driver are not, unless you add personal accident cover.
Does comprehensive insurance cover flood damage?
Natural disasters such as floods are excluded from third-party cover under the unified policy. For your own car, check your comprehensive policy wording and ask the insurer directly, since cover for storms and floods depends on the policy.
Can I get agency repair on a car older than one year?
Insurers must offer it only in the car’s first year, when it is in your contract. Some sell it as an add-on for older cars, but that is their choice, so ask for it in writing.
Does my UAE insurance cover me in Oman?
Not automatically. You need an Oman extension from your insurer, or an Orange Card for third-party cover across Arab countries.
