Government spokesperson Mustapha Baitas announced today that Morocco has enacted five new tourism regulations aimed at overhauling the sector’s quality standards, boosting investor confidence, and aligning services with global benchmarks.
The decisions, jointly issued by the ministries of Interior and Tourism, were published in the Official Bulletin and form part of the application of Law 80-14 on tourist establishments.
They redefine the criteria for classifying accommodations and restaurants, streamline administrative procedures, and introduce standards for integrating traditional Moroccan lodgings like riads and kasbahs into the formal tourism ecosystem.
“These five decisions mark a decisive shift in how Morocco structures its tourism sector,” Baitas said. “They are designed to raise service quality, attract investors, and build tourist confidence through transparent, internationally aligned standards.”
The reforms also allow for surprise quality control inspections and extend star-based classification to all lodging types. Baitas noted that investors in tourism projects can now benefit from public support covering up to 30% of project costs.
The new rules concern:

Definition of criteria and procedures for classifying tourism accommodations (hotels, riads, clubs, etc.).

Establishment of classification criteria and standard forms for tourist restaurants.

Specifying administrative document templates required for licensing and classification requests.

Standardizing administrative forms for accommodation classification.

Setting criteria for residential properties to be classified as tourist accommodations.
Morocco welcomed 5.7 million tourists between January and April 2025, a 23% year-on-year jump. Revenues hit MAD 34.4 billion, up 7.5% compared to the same period in 2024.
