Morocco’s government has issued Decree No. 2.25.483, published in Official Gazette No. 7432, outlining the procedures for obtaining licenses to conduct film production activities in the country. The decree is based on Law No. 18.23 on the film industry and the reorganization of the Moroccan Cinematographic Center, particularly Articles 3, 8, 11, 16, 17, and 20.
Under the decree, companies seeking authorization to engage in film production must submit a licensing request through a digital platform established by the Moroccan Cinematographic Center. Required documents include a copy of the company’s statutes, a bank certificate confirming full payment of capital, and proof of compliance with tax obligations issued within the last year.
Applicants must also provide evidence of good standing with the National Social Security Fund or any other social security system, along with a copy of the national ID card or residence permit of the company director or manager.
For national accreditation, companies must submit the request via the digital platform along with copies of films listed under Article 8 of the film law, production contracts, and a list of technical and creative team members. Short films must specify directors’ names and nationalities.
The decree assigns the Ministry of Communication the authority to define standards for national and international film accreditation. It also specifies which audiovisual works require filming permits or location approvals, including films, TV series, documentaries, comedy series, and music videos.
Filming permit applications must also be submitted through the digital platform, accompanied by documentation that varies depending on the type and nature of the audiovisual project.
The decree additionally provides a framework for student film productions. University and training institute students must submit requests through the platform, including a list of students and supervising instructors involved in the project.
