- Dakhla: a link between Morocco and Africa
- Morocco’s experience, at the service of Africa
- Diplomatic vocation
The visit by the English-speaking African diplomats, organised on Monday 20 April in Dakhla, forms part of the International Diplomacy Training Programme, which aims to familiarise participants with the development dynamics currently taking place in the Dakhla-Oued Eddahab region across several strategic sectors.
During this two-day visit, the delegation will also visit several sites in the city, notably the Craft Centre, the Souk Lakdim, as well as the Dakhla Atlantic Port and the Dakhla Learning Centre.
Organised with the support of the Moroccan Institute for Training, Research and Diplomatic Studies (IMFRED) and the Moroccan Agency for International Cooperation (AMCI), this visit aims to introduce diplomats to the major infrastructure projects currently underway in the Dakhla-Oued Eddahab region.
Dakhla: a link between Morocco and Africa
Chaired by the Secretary-General of the region’s wilaya, Abderrazak El Gourji, and attended by the Director-General of the Regional Investment Centre (CRI), the meeting highlighted that Dakhla’s position embodies the vision of a Morocco proud of its African roots and committed to South-South cooperation based on solidarity, co-development and regional integration.
“This dynamic, driven by King Mohammed VI, transforms the southern provinces into a strategic hub connecting Morocco with its continent,” making Dakhla a centre for sustainable development and a catalyst for structural partnerships with Africa, thanks to its infrastructure, energy potential, economic openness and stability, as El Gourji explained.
“In this regard, the city of Dakhla constitutes a platform for shared prosperity, the strengthening of economic sovereignty and African cooperation for the future. And to consolidate this dynamic, a shared vision based on trust, realism and the convergence of ambitions is required,” added the same official.
Morocco’s experience, at the service of Africa
Zambian diplomat and economist Titus Mumba explained, in a press release, how the visit helped to better understand Morocco’s experience in territorial development and national branding; praising “Morocco’s vision and the lessons learnt regarding the economic and strategic potential of the Dakhla region”.
This is a Moroccan experience that serves the African continent across various development sectors. In this regard, the Atlantic Opening initiative, launched in 2023, stands out as a royal initiative benefiting landlocked African countries such as Zambia, Botswana, Ethiopia, Chad, Mali, Malawi, Niger, Rwanda and Uganda, among others.
On this occasion, the delegation members attended a presentation on the major infrastructure projects underway in the region, investment opportunities and development projects launched in various sectors, particularly infrastructure, logistics, the blue economy and renewable energy.
The diplomats also met with the President of the Council of the Dakhla-Oued Eddahab region, El Khattat Yanja, to discuss boosting the region’s development, which offers significant opportunities for connectivity, logistics and regional cooperation.

Diplomatic vocation
Hosting regional, continental and international events, the city of Dakhla continues to strengthen its position as the main driving force behind a dynamic diplomatic initiative that serves to defend Morocco’s territorial integrity and reinforce the foundations of a lasting and fruitful partnership with African countries.
The so-called “Pearl of the South” has hosted a series of bilateral meetings between Morocco and countries across the continent; it has also cemented the leading role of the Dakhla-Oued Eddahab region in strengthening ties between the country and its African hinterland, through the opening of consular representations of numerous sister states in the city.
In 2026, the city of Dakhla became a key diplomatic hub for Africa, hosting an “international diplomacy training programme” to train and support African diplomats.
Dakhla’s diplomatic vocation has been confirmed by the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, who noted that the city had recently hosted four joint cooperation committees between Morocco and the Comoros, Sierra Leone, Burkina Faso and Guinea.
In addition to its strategic position for the consolidation of economic cooperation, Dakhla is also becoming an institutional hub by hosting the headquarters of the Pan-African Institute for Development (PID), which has relocated from Geneva, for the training of African civil servants and diplomats.
