Head of governemnt used a national investment forum in Tangier on Friday to urge Moroccans living abroad to move beyond remittances and become direct investors in the country’s industrial and economic transformation, as the government seeks new sources of capital ahead of a years of infrastructure and manufacturing expansion.
The forum, held under the patronage of Mohammed VI, gathered Head of government Aziz Akhannouch, ministers, regional officials, business leaders and representatives of Morocco’s diaspora communities, alongside investors active in sectors ranging from automotive manufacturing and aerospace to renewable energy, batteries and logistics.
At the center of the discussions was a contradiction Moroccan officials increasingly acknowledge publicly with Moroccans abroad sent more than 122 billion dirhams ($13.2 billion) home in 2025, among the highest remittance inflows in Africa, yet diaspora investment still represents only around 10% of national private investment.
Akhannouch said Morocco now wants to shift “from financial transfers to productive investment,” arguing that the country’s roughly five million expatriate Moroccans represent not only a source of foreign currency inflows but also a reservoir of international business networks, technical expertise and entrepreneurial capital.
The message marked a broader evolution in Morocco’s diaspora policy, which for years centered largely on remittances, seasonal return operations and administrative services. Friday’s forum instead framed overseas Moroccans as part of Morocco’s industrial and investment strategy at a moment when Rabat is accelerating projects tied to electric vehicle supply chains, green hydrogen, logistics infrastructure and preparations for the 2030 FIFA World Cup.
To support that shift, Akhannouch highlighted a series of reforms aimed at reducing longstanding complaints from diaspora investors over bureaucracy, fragmented institutions and slow administrative procedures.
He said Morocco’s National Investment Commission had approved 381 projects worth 581 billion dirhams since the current government took office, projects expected to create more than 245,000 direct and indirect jobs.
He also pointed to the rollout of the new investment charter, the digitization of procedures through platforms such as CRI Invest and DirectEntreprise, and the decentralization of approvals for projects valued below 250 million dirhams.
The forum also comes as Morocco restructures institutions overseeing diaspora affairs following royal directives linked to the 49th anniversary of the Green March, including plans to strengthen the Council of the Moroccan Community Abroad and create the Mohammed VI Foundation for Moroccans Abroad.
