The Russian government has approved a draft bilateral agreement with Morocco on maritime fishing, a move that could soon allow Russian vessels to operate in Morocco’s Atlantic fishing zone under a new legal and technical framework.
The proposal was developed by Russia’s Ministry of Agriculture in coordination with the Ministry of Foreign Affairs and other federal agencies. Moroccan authorities have agreed in principle, according to Government Decree No. 825-r, dated April 4, published on Russia’s official legal information portal.
The agreement grants the Russian Federal Agency for Fisheries (Rosrybolovstvo) the authority to finalize talks with Morocco and sign the deal on behalf of the Russian government. The agency may make minor adjustments to the text during negotiations.
The agreement outlines the terms for Russian-flagged vessels to fish in Morocco’s exclusive economic zone (EEZ) in the Atlantic. It includes conditions for conservation and sustainable use of fish stocks based on scientific assessments from Morocco’s National Institute for Fisheries Research (INRH).
Up to ten Russian vessels, each with a gross tonnage (GT) not exceeding 7,765 GT, will be allowed to operate in the zone during the first year. In future years, the number and size of vessels will be jointly determined by a Russo-Moroccan joint commission.
Permitted species include sardines, sardinella, mackerel, horse mackerel, and anchovies. The joint commission will set the final species composition for each season.
The annual catch limit is set at 90,000 tons, with a maximum cap of 100,000 tons, subject to scientific review by INRH.
The draft agreement continues a longstanding fisheries partnership between the two countries. The cooperation is guided by shared principles of reciprocity, transparency, and joint regulation of fishing activities.
The deal, once finalized, is expected to strengthen Russia’s fishing presence in North African waters while aligning with Morocco’s strategic goals for sustainable resource management.
