The Confederation of African Football (CAF) has launched a series of major reforms to its statutes and regulations, aiming to strengthen the reliability of referees, VAR officials, and judicial bodies.
The move comes in the wake of the controversial 2025 Africa Cup of Nations final in Morocco, as CAF seeks to restore the credibility it enjoyed during previous tournaments, including the 2023 edition in Ivory Coast.
CAF President Patrice Motsepe said the reforms include updating criteria for selecting on-field referees and VAR officials to ensure the highest levels of accuracy.
He added that the changes will cover match observers, in close collaboration with FIFA, through training programs designed to place African referees among the world’s elite. The overhaul also includes professionalizing refereeing, with improved compensation to safeguard integrity.
CAF will continue to appoint top African judges and lawyers to its disciplinary and appeals committees to ensure full independence. Motsepe stressed that international legal experts have been consulted to align the reforms with global best practices, ensuring fairness for all member associations.
