A recent MSCI report has identified Morocco’s limited use of English as a key obstacle to attracting foreign investors to the Casablanca Stock Exchange, despite improvements in infrastructure and operational transparency.
Published last week, the review praised various emerging markets for enhancing investor access. However, Morocco continues to face challenges that reduce its investment attractiveness, most notably, the lack of English-language information and documentation.
While Morocco imposes no formal restrictions on capital movement and allows foreign exchange for stock market operations, access to company data, legal regulations, and market updates is not consistently available in English.
The language gap complicates compliance, increases legal risks, and discourages international asset managers from entering the market.
Foreign investors also face hurdles related to repatriation rules and limited legal recognition for nominee accounts, and trading remains relatively expensive due to weak broker competition, and off-exchange transactions are banned altogether.
The consequences are evident: foreign transactions account for just 3% to 5% of total trading on Morocco’s MASI index, well below the country’s ambitions.
The MSCI Global Market Accessibility Review is an annual assessment of 86 global markets that evaluates how easily international institutional investors can enter and operate in each.
The review influences market classifications such as “developed”, “emerging,” “frontier,” or “standalone” markets, which in turn affect capital flows and investor decisions.
With MSCI’s final classification review due on June 24, Morocco risks being excluded from an upgrade to “emerging market” status, even though it meets all quantitative benchmarks for size, liquidity, and depth.
Improving English accessibility remains a low-cost, high-impact reform, and one that could significantly boost Morocco’s global market integration.
