The Moroccan government approved energy projects with a combined capacity of nearly 3,000 megawatts and investments estimated at around MAD 22 billion during the first quarter of 2026, according to Energy Transition and Sustainable Development Minister Leila Benali.
Speaking Tuesday during a question session at the Upper House, Benali said the projects represent nearly one-third of Morocco’s current installed energy capacity, describing the first three months of 2026 as a “second turning point” in the country’s energy investment and licensing drive.
The minister said that since 2021, authorities have approved 66 renewable energy projects with a total capacity of 6 gigawatts and investments exceeding MAD 55 billion. She also noted that only 23 projects were licensed from 2011 to 2021.
Benali added that the share of renewable energy in Morocco’s energy mix rose from 37% in 2021 to 46% in 2025, an increase of nine percentage points in four years. She noted that the actual figure could be higher if self-produced energy, particularly through imported solar panels, is included.
She said encouraging investment in the energy sector seeks not only to strengthen energy security and sovereignty, but also to improve the competitiveness of the national economy and create jobs, amid legislative and institutional reforms.
Benali highlighted that Morocco’s self-generation electricity bill allows citizens and businesses to produce clean electricity for their own use. The new renewable energy bill simplifies investment procedures and opens the door for electricity storage projects for the first time.
The minister also announced the launch of the National Office of Electricity and Drinking Water’s 2025–2030 electricity equipment plan, backed by investments of MAD 120 billion. The plan will add 15 gigawatts of new production capacity, including more than 12 gigawatts from renewable sources, representing 88% of the projected capacity additions.
Regarding hydrocarbons, Benali said more than 800 new service stations had been created with investments nearing MAD 2.5 billion, generating over 4,000 jobs.
She added that the government is preparing the legal framework regulating the natural gas sector as part of broader reforms involving the National Office of Hydrocarbons and Mines.
