It also noted that nearly all noncompliant declarations are regularized after official notification.
In contrast, Morocco performs strongly in political finance. The report found that the country meets 100% of regulatory criteria and fully enforces them in practice, surpassing OECD averages of 76% and 58%. The framework bans anonymous and foreign donations, sets limits on personal campaign contributions, and requires political parties to submit annual and electoral financial reports. All parties were found to be compliant, with the Court of Accounts publishing financial reports on an accessible platform and holding authority to sanction violations.
Regarding access to information, Morocco meets 78% of regulatory criteria and 54% in practice, compared with OECD averages of 72% and 62%. The report acknowledged the country’s comprehensive legal framework and digital transparency initiatives, including the publication of government agendas, public tenders, and land registries. However, it also highlighted gaps, such as the lack of public access to senior officials’ asset declarations, aggregated data on information requests, and consolidated versions of laws.
