President of the House of Councillors, Mohammed Ould El Rashid, urged council members today to accelerate the rate of legislative proposals and oversight as he opened the April 2024-2025 legislative session, where key, long-awaited bills are set to be presented and approved.
He called for the need to increase the pace of high-quality legislative output to tackle both current and future challenges across political, economic, social, and environmental sectors, while strengthening effective parliamentary oversight of the government’s actions.
The President also called for advancing parliamentary diplomacy, particularly shifting from a reactive stance to a proactive one on the kingdom’s primary issue, in line with the King’s directives.
He praised the significant progress of Morocco’s royal diplomacy, especially regarding territorial integrity, as reflected in the growing international recognition of Morocco’s sovereignty over the Sahara and increased support for the autonomy initiative in the southern regions as the sole solution to the Western Sahara dispute.
Ould El Rashid reaffirmed the Council’s commitment to supporting royal diplomacy and translating the King’s directives into tangible parliamentary and diplomatic outcomes.
He noted that the previous session had focused on strengthening bilateral and multilateral parliamentary cooperation across geopolitical regions, with a firm emphasis on defending Morocco’s strategic and vital interests.
He also remarked that the October session marked the beginning of a new, innovative approach in line with the working strategy for the second half of the legislative term (2021-2027).
During the interim period, the Council remained active, with committees continuing to review and advance legislative proposals.
Ould El Rashid reported that between the October 2024 and April 2025 sessions, members submitted 258 oral questions and 373 written questions.
The Council also received 249 written responses and follow-up answers from government officials regarding previous commitments made during oral question sessions, which were shared with all members.
On evaluating public policies, the President highlighted the thematic group preparing for the annual session on investment and employment policies. This group has conducted several meetings, developed a working methodology, and engaged with social partners to assess the impact of public policies on the labor market, aiming to provide recommendations for boosting investment, both public and private, in the coming phase.
Ould El Rashid said the Council’s continued commitment to productive cooperation with all constitutional bodies. He also praised the initiative of Council members to submit observations to the Constitutional Court regarding the organic law on the right to strike, ensuring that the House of Councillors remains fully engaged in legislative processes and in compliance with the Constitution.
Looking ahead, Ould El Rashid stated that the April session would intensify efforts across all areas of work, focusing on enhancing the Council’s legislative and oversight functions and addressing the pressing concerns of citizens.
