United Nations Security Council is set to hold closed consultations in April on the situation in the Moroccan Sahara, focusing on the mandate of the United Nations Mission for the Referendum in the Sahara (MINURSO), amid renewed diplomatic activity and efforts to revive the UN-led political process, according to a recent report by Analyst Name.
The consultations are expected to include briefings from Alexander Ivanko, head of the mission, and Staffan de Mistura, evaluating the UN mediation efforts. The move follows Resolution 2797, adopted October 31, 2025, which extended MINURSO’s mandate by one year and tasked the UN Secretary-General with presenting a strategic review on the mission’s future, anticipated during April.
The report highlighted field visits by UN officials, including Acting Military Adviser Cheryl Pearce to Laayoune in February, with stops in Smara and Bir Lehlu, as well as a high-level UN team visit in late March to assess conditions on the ground.
Diplomatic momentum has also increased, led by the United States. Washington hosted a Polisario delegation in January, followed by visits to Algeria and meetings with senior officials. In February, Madrid hosted a quadripartite meeting with representatives from Morocco, Algeria, Mauritania, and the Polisario Front, attended by the UN envoy and U.S. officials — the first direct meeting since 2019, despite Algeria maintaining observer status.
During these talks, Morocco presented an updated version of its 2007 autonomy plan, with expanded details intended to bridge differences and provide clearer grounds for negotiation. A second round of talks in Washington in late February did not yield immediate results.
The report noted that MINURSO continues to face challenges in implementing its mandate due to the complexity of the conflict and divergent positions among parties, prolonging political deadlock and heightening regional tensions.
The Security Council is expected to consider the Secretary-General’s strategic review in its upcoming discussions, with the possibility of issuing a presidential statement supporting mediation efforts and urging parties to engage constructively toward a realistic and lasting political solution.
