Morocco is determined to make a significant impact during its presidency of the United Nations Human Rights Council (HRC) this year. Ambassador Omar Zniber, Morocco’s Permanent Representative to the UN Office at Geneva and the current president of the HRC, highlighted that the primary goal of this presidency is to enhance the rationalization and effectiveness of the Council’s operations.

In an interview marking the commencement of the HRC’s regular session, Zniber emphasized the delicate nature of his role, underscoring the importance of facilitating respectful dialogue while adhering to procedural norms.

The Moroccan presidency is already advancing seven co-facilitation initiatives, which include a focus on Council reforms aimed at reviewing its statutes and proposing improvements to the United Nations General Assembly. A notable initiative centers on the incorporation of new technologies, exploring how digital advancements can enhance the functionality of the Council. Another key area of focus is promoting gender parity.

Zniber proudly announced the establishment of an advisory body under Moroccan leadership, consisting of distinguished global figures, which aims to be launched officially on September 30. This body will work to ensure gender parity is upheld across all decision-making spheres within the UN framework, including in Geneva, New York, and beyond.

Additionally, addressing accessibility for individuals with disabilities is a major priority for the Moroccan presidency. Plans are in motion to create a platform featuring guides to support this vital human rights issue. Zniber also mentioned efforts to refine the Universal Periodic Review (UPR) process, a crucial mechanism for the peer review of human rights.

As part of its commitment to address pressing issues during its term, Morocco recently hosted a major international meeting that assessed the effects of artificial intelligence on human rights, with key leaders from various global organizations participating. This focus on technology reflects Morocco’s dedication to tackling significant challenges, including the digital divide, which has major implications for development, education, and healthcare.

Moreover, climate change continues to be a critical issue for Morocco, impacting livelihoods and driving human displacement, a point underscored by alarming statistics from the United Nations.

The agenda for the HRC’s 57th regular session appears quite comprehensive, with 32 draft resolutions and the examination of various country situations on the table. Over the next five weeks, the Council will analyze more than 80 reports submitted by the UN Secretariat, human rights experts, and other investigative bodies, covering a wide array of topics as well as assessing human rights conditions in nearly fifty nations.
