Moroccan human rights advocates are sounding the alarm over what they describe as a worrying surge in child rape cases, citing insufficient deterrence measures following the brutal abduction and rape of a young girl in Tiflet.
The Moroccan Association for Human Rights (AMDH) branch in Tiflet sent an open letter to the public prosecutor at the Rabat Court of Appeal, expressing “deep concern and strong condemnation” over what it called a “heinous crime” involving the abduction of a minor using a motorcycle, her illegal detention for five days, and repeated sexual assault.
The association said the act constitutes “a multi-offense felony” under Articles 436, 437, 485, 486, and 488 of the Moroccan Penal Code, which stipulate severe penalties for kidnapping, unlawful confinement, rape, and sexual assault — especially when the victim is a minor.
The letter urged authorities to open a swift and comprehensive investigation, prosecute all those involved or negligent, and apply the harshest penalties under the law. It also called for state-funded medical and psychological care for the victim as part of her right to justice and compensation.
Human rights activist Mohamed El Ghefri said that “had there been severe penalties for rapists, such crimes would not persist,” arguing that the Tiflet case highlights “the urgent need for a strong legal framework and harsher sentencing to protect Moroccan children.”
He added that prevention should go hand in hand with punishment: “We need stricter law enforcement and more emphasis on sexual education in schools to raise awareness among children.”
El Ghefri warned of “psychologically disturbed individuals roaming freely and acting out sadistic behaviors toward minors,” calling for stronger deterrence and monitoring mechanisms.
Meanwhile, Khadija Lakour, a women’s rights advocate and president of the Harakiyate Women’s Organization, described the Tiflet assault as “a crime against the nation that shocks the collective conscience.”
She noted that “sexual violence cases are unfortunately increasing, including online forms of exploitation that target minors digitally.”
Lakour called for the maximum penalties to be imposed and publicly announced “to achieve real deterrence,” while also urging better reporting mechanisms, including accessible hotlines in public spaces.
However, she cautioned that “punishment alone is not enough,” stressing the need to strengthen family and school-based awareness, make schools safe spaces, and engage the media in national awareness campaigns.
“This is no longer an isolated phenomenon,” she said. “It’s a threat to our nation’s image and its future.”
