Russia has expressed an interest in forming a strategic partnership with Morocco to support the implementation of “Digital Morocco 2030,” a national program to modernize the economy and administration through advanced technology.
Ahead of the GITEX Africa 2025 tech expo in Marrakech from April 14 to 16, Russia’s trade representative in Morocco, Alexei Andreyev, said his country could contribute significantly to the initiative. He highlighted Russian expertise in AI, cloud computing, cybersecurity, automated management systems, telecommunications, and smart transportation.
“Russia does not simply provide software products; it offers a complete digital ecosystem that strengthens technological sovereignty and ensures sustainable growth,” Andreyev said.
He also highlighted Moscow’s commitment to supporting digital education and training in Morocco. Unlike Western models with rigid licensing systems, he argued, Russian solutions focus on adaptability and proximity to local needs.
Extending his vision beyond Morocco, Andreyev said, “In a world where data has become the most valuable asset, Russia does not seek to take control of it but to empower African nations to protect and utilize it themselves.”
To achieve this, Russian companies are offering local server hosting, development of customized digital solutions, and close collaboration with national enterprises they engage with. Andreyev considers these elements essential for countries seeking greater technological sovereignty.
The proposal is part of Russia’s broader economic pivot toward Africa. In November 2024, Russian Foreign Minister Sergey Lavrov announced that trade between Russia and Africa had reached a record USD 24.5 billion that year.
