A new report by Modern Diplomacy described Morocco’s partnership with China in artificial intelligence (AI) and electric vehicles (EVs) as a major opportunity for industrial growth by 2026.
The report, titled “Sino–Morocco Partnership for AI and Electric Vehicles,” noted that over the next eighteen months, Morocco aims to strengthen strategic cooperation with Chinese counterparts in battery production, EV components, and AI technologies.
It stressed that Chinese investments, including a planned gigafactory and upstream projects near Tangier and Jorf Lasfar, could expand Morocco’s role from an assembly hub to producing cells, cathodes, and anodes, with potential exports to Europe and Africa.
The analysis highlighted Morocco’s growing digital and AI ecosystem, including government initiatives, conferences, startups, and collaborations with universities.
Chinese technology companies and research institutions are expected to contribute to industrial automation, predictive maintenance, data infrastructure, and edge computing.
Joint programs and laboratories aim to develop skills in machine learning, data management, and implanted systems, “laying the footing for a domestic technology industry capable of exporting software and solutions.”
The report added that by 2026, Morocco could see higher-value exports such as battery modules, EV subassemblies, and software or telematics services.
Local suppliers securing tier-1 contracts will meet international standards, while new factories and AI adoption will create employment in engineering, data management, and quality assurance, in addition to engineering.
It warned, however, that risks include overreliance on Chinese partners, rapid industrialization, environmental and social standards, as well as shifting global trade policies.
The report recommended linking incentives to local content and training, establishing joint research and development centers, facilitating software exports, and implementing green manufacturing mandates.
The report concluded that Morocco-China cooperation offers a timely opportunity to diversify exports, develop skills, and expand Morocco’s industrial and technological footprint in international markets by 2026, saying, however, that “the real test will be how swiftly Morocco can establish effective technology transfer, training programs, and regulatory frameworks, turning these opportunities into a sustained strategic alliance.”
