KUWAIT CITY, April 26: The Ministry of Health has expressed its appreciation for the decision of the Cabinet to approve the draft decree-law on amending Article 45 of the Civil Service Law. This amendment grants employees special leave with full remuneration for a period of up to one year to accompany a patient who needs overseas treatment as per the confirmation of the ministry.
Such leave will not be deducted from the accrued leave days and may be extended for an additional period not exceeding six months, but the extension will be without remuneration. The ministry affirmed that this legislative change is the result of collaborative efforts, as it has identified the humanitarian challenges that families face when accompanying relatives for medical treatment, especially those with complex conditions necessitating a long period of treatment abroad. The presence of a family member is a crucial psychological support mechanism that significantly contributes to patient morale and responsiveness to treatment.
The ministry added that this measure will reduce the psychological and financial strain experienced by families, particularly given that the previous maximum leave allowance of six months frequently resulted in disruption and uncertainty for both the companion and the patient. The revised legislation now provides for sustained familial support throughout the duration of treatment, thus ensuring a stable and comprehensive therapeutic environment. The enactment of this amendment is a manifestation that the State is fully aware of the needs of citizens in line with the humanitarian principles of the national healthcare system, which prioritizes the well-being of patients and the interests of their families.
