Morocco contributed about $3 million to Donald Trump’s Board of Peace for Gaza, while the United Arab Emirates provided about $20 million, but the money went toward the body’s operating costs rather than reconstruction work in the enclave, the Financial Times reported.
The funds helped finance the office of Nickolay Mladenov, the board’s high representative for postwar Gaza, and the salaries of a Palestinian technocratic committee formed to administer the territory, according to the report.
The payments did not pass through the official World Bank-administered fund set up for the board and endorsed by the United Nations.
That fund has received no donor money despite billions of dollars in pledges for Gaza’s reconstruction, the Financial Times reported, citing people familiar with the matter.
Instead, the board received some donations through a JPMorgan account under its own control, a route that does not carry the same independent transparency requirements as the World Bank mechanism.
Morocco’s contribution should not be confused with the wider relief and reconstruction package pledged by several countries, including Morocco, the UAE, Saudi Arabia, Qatar, Bahrain, Kuwait, Kazakhstan, Azerbaijan and Uzbekistan.
The Board of Peace was launched by Trump after the October 2025 ceasefire between Israel and Hamas and was presented as a body that would oversee Gaza’s administration and reconstruction.
Four months later, the official reconstruction account remains unfunded and the board has no operations on the ground, according to the Financial Times account.
A board spokesperson told the Financial Times that several options had been created to receive money and that contributors had chosen other channels. The spokesperson also said the board would report its finances to its executive board when deemed appropriate.
The UAE has also reportedly committed $100 million to train a new Gaza police force, but those funds remain frozen and the programme has not begun.
